Is a Stripe Invoice Valid in Portugal?

A Stripe invoice or receipt records the charge, but it does not automatically replace a Portuguese fiscal invoice. The transaction must be documented through a method accepted in Portugal, with sequential numbering, mandatory invoice details and, where applicable, an ATCUD, QR code and communication to the Tax Authority.

As a rule, a Stripe invoice or receipt does not replace a Portuguese invoice. It can request or evidence payment, but a Portuguese entity remains responsible for issuing a document that complies with the VAT Code and, where applicable, the certified-software, ATCUD, QR code, and Tax Authority reporting rules.

Why is a Stripe invoice not automatically a Portuguese invoice?

The English word invoice describes the document's commercial function. It does not certify compliance with Portuguese rules. In Stripe, an invoice organises line items, amounts, configured taxes, payment dates, and collection status. It is useful for presenting what is being charged and tracking collection. That usefulness does not, by itself, give the document Portuguese tax validity.

A Stripe receipt has a different function. According to Stripe's own documentation, it is made available after a successful payment and can also document a refund. For example, a customer who pays 100 euros by card can receive a receipt showing the amount, date, and payment method. This proves the payment transaction, but not that the seller met its invoicing obligations in Portugal.

This distinction prevents a common mistake: calling the PDF sent by the payment processor an “invoice” and filing it without creating the tax document. The file name or the appearance of the PDF does not settle the question. What matters is who issued it, under which rules, and which required tax details and mechanisms were used.

What must an invoice issued in Portugal contain?

Article 36 of the Portuguese VAT Code requires details that identify the transaction. They include the date and a sequential number, supplier details, customer details where required, the description and quantity of goods or services, the net price, VAT rates and amounts, and the reason for an exemption where one applies. If the supply or payment date differs from the issue date, that difference may also need to appear.

Consider a software subscription. “Monthly plan” without a service period, supplier identification, or tax treatment does not give the accounts team enough information. A description such as “Pro plan, access from 1 to 31 August”, associated with the sequential number and correct tax details, connects the service, payment, and invoiced period.

The customer's Portuguese tax number, or NIF, needs its own assessment, not an improvised rule. Not every transaction requires exactly the same customer details, and a missing NIF does not automatically make a Stripe receipt valid or invalid as an invoice. The decision follows from the type of transaction and applicable requirements, not merely from the field displayed at checkout.

When is certified invoicing software mandatory?

It is inaccurate to say that every business must always use certified software. Article 4 of Decree-Law 28/2019 sets the criteria. The requirement can follow from turnover in the preceding period, the use of invoicing software, or keeping organised accounts, whether mandatory or elected. Other lawful routes exist in specific cases, so the position should be confirmed for each entity.

A simple example shows why the distinction matters. A company that keeps organised accounts and uses an application to issue documents should not assume it is exempt merely because it has few sales. Conversely, a universal obligation should not be invented and applied to an activity without checking the decree's criteria.

Where certified software is required, a PDF created in another system does not become certified because it displays the seller's logo, address, and NIF. The tax document must originate in the appropriate invoicing process. The Stripe invoice can remain linked to the transaction as a commercial reference, but it does not replace that process.

How do ATCUD, the QR code, and SAF-T fit together?

ATCUD, the QR code, and SAF-T solve different problems. ATCUD connects the series reported to the Portuguese Tax Authority with the document's sequential number. The QR code encodes tax data under the Authority's specifications. The invoicing SAF-T file structures data produced by the system for reporting and control. None of these elements is created merely because a payment passed through Stripe.

For example, a Stripe payment may have the identifier “pi_123” and the charge may be complete. The invoicing program can issue “FT 2026/417” from the validated series and place the applicable ATCUD and QR code on the document. The FT data then enters the entity's reporting process for the Tax Authority. Both identifiers should be linked for audit purposes, but they are not interchangeable.

When is a Stripe invoice still useful?

A Stripe invoice remains useful for managing the billing relationship. It can present subscription lines, apply configured payment terms, track collection attempts, and collect tax information supplied by the customer. The business can retain that information as part of its audit trail alongside the document issued by its invoicing system.

In an EU business-to-business sale, for example, the invoice can help confirm which entity was charged and which tax identifier was collected. It does not decide the VAT treatment or prove that every legal statement is present. Tax treatment configured in Stripe should be preserved through the workflow, without inferring rates from a country, address, or tax-number prefix.

The analysis changes when the supplier is foreign. A document issued through Stripe should not be rejected merely because the buyer is in Portugal. Its validity depends on the rules applying to the issuer and transaction. A Portuguese-established entity, however, should not assume that a foreign platform transfers responsibility for issuing and reporting the correct invoice.

What is the three-step flow for keeping the documents consistent?

  1. Prepare the charge in Stripe. There should be understandable line descriptions, customer identification where needed, and the tax treatment configured by the business. For example, “Service” is too vague for an annual subscription; the product and service period should be recognisable.

  2. Issue the document in the invoicing system when the applicable moment occurs. Transaction data and taxes reported by Stripe should be passed through without recalculating or guessing VAT. The invoicing software manages the series, number, ATCUD, QR code, and document type under the entity's configuration.

  3. Link and reconcile both sides. The payment record should point to its corresponding FT or FR, and the document should enter the Tax Authority reporting process. If there is a refund, Stripe's confirmation does not replace the assessment and any corrective document required in the invoicing system.

What checks should be completed before closing the month?

A short reconciliation finds failures that a visually correct PDF does not reveal. Instead of opening only a small sample of documents, compare the list of completed payments with the list of tax documents and investigate every difference.

Imagine three completed charges and only two invoices found. The difference should remain visible until resolved. Resending Stripe receipts to customers only duplicates the proof of payment. It neither creates the third invoice nor fixes tax reporting.

How can a business decide whether a Stripe document is enough?

First, identify the issuer and the invoicing rules that apply. Next, check whether the document contains the legal details and went through the process required for that entity. Finally, confirm reporting and the match with the payment. The PDF's appearance is the last criterion, not the first.

For a Portuguese business charging through Stripe, the practical answer is to retain the Stripe invoice or receipt as a billing record and issue the FT or FR in the appropriate system. For a purchase from a foreign supplier, assess the document under the rules governing the issuer and transaction, with accounting support where necessary. This avoids both accepting a simple receipt as an invoice and rejecting a valid foreign document without grounds.
